Using Vodafone

Hi, my friends are in Netherlands now and they got a vodafone sim card to use in one of the GSM enabled phones. They say that it is not working and they get a reply to call the customer service. What could be the problem ? Could you please help asap . I read in one of the sites that we need to switch off and on the cell and it will start working. Anything else to be done ?
